The smartest dog of all is the yorkshire terrier. I know because I have alot of them and they are really intelligent. They become almost human like after they live with you for a while. They are very loyal and love to play. They make great companions and love to just be lap dogs. Small in size and big in personality!!
Having had many different breeds in my long life, the collie was the smartest by far, he also learned very quickly. The most loyal would be my Siberian Husky, she was the best!

I think the most loyal would have to be, believe it or not, a female Pitt-Bull to a female owner who lives alone. There are websites that clearly state how good a Pitt-Bull is around children and single person owners. A single male should never have a female Pitt-Bull. The dog becomes too intimidated and cautious. That can and will lead to biting.
I have two mutts that are as good as they get. I can not imagine a particular breed being any smarter than my little beagle mix. You show that dog one time what you want from him and he has it from then on. His name is Scooter. Scooter is only 4 months old and can respond to many commands. He is so cool.
Annie is a rottweiler mix, she is two and crazy. You let any one she doesn’t know come too close to my kids and she will tell them to leave. She has never bit any one but she acts very defensive. That dog will literally stand between my kids and anything that she is not familiar with.
I think I would have to agree with pink_phish22 because if you’ve seen German Shepperds they are pretty freaking smart, but this is just my opinion, but the Most loyal dog I’d say is a Golden Retriever.
I’ve owned 15 breeds from Border Collies, German Shorthairs to Bassets…the smartest and most loyal breed I have had yet is the Boxer. These agile dogs have too many brains for their own good. So smart they are hard to train…very stubborn. They out perform German Shepards and other herding dogs in police/military work but you can train 10 shepards in the time it takes to train 1 Boxer. Owning one is like having a perpetual three year old, they cherish your company and will put themselves in harms way to protect you (or more importantly your children).
there is no smartest breed,or the most loyal,dogs are like people doesn’t matter what breed,or gender,they are either smart or not same as people,and as far as loyalty,once again it all depends on the dog,i have had several breeds of dogs large and small,but here is an example of the difference in the same breed,i have two shih-tzus full brothers,one is very independant doesn’t come when he is called,could care less if i or the rest of my family exists or not,the other is my constant companion,and protects me against all evil,they were both raised together i got them at the same age and showed them both equal amounts of affection,they have both slept on my bed since day one,there is no jealousy between them,they adore one another,just one preferes to be by himself and do his own thing,the loyal male is the dumbest dog i have ever met,he cant get the concept the bathroom is outside the house not on the bedroom floor and i cant even teach him to sit,the antisocial male is super smart,potty trained in two days and learned every trick i could think of and then some…except of course coming to me when i call

Akc website will usually list intellegence but the top 3 are usually poodle, border collie, german shepard
I think loyalty is a personal question.

The smartest is the border collie followed closely by the poodle. Most loyal is the Labrador retriever.
